A government freed from the constraints of patronage, cronyism, affiliations, alliances, conflicts, turf wars, narrow interests, and the logic of quotas.

A government of action, achievement, efficiency, and optimal use of resources.
Stability for Transition
A government of stability to secure the transitional phase, based on national interest, competence, and integrity as its core standards, far from any other considerations.
Government of All
A Government of National Duty that differs from its predecessors: it is a government of all and not of one; it does not submit to the logic of the majority versus the opposition but operates continuously to achieve the broadest possible consensus on national priorities.
Non-Partisan Approach
A non-partisan, apolitical government that nonetheless works with political parties and actors; it is independent of parties but neither distant from them nor in conflict or rupture with them. It is a government that moves on two legs: one technical and the other political. The politician works as a shield to protect the technical expert, allowing the latter to fully focus on their duties. It is not a technocratic government but a government of national competencies that balances political approach with technical skill and mastery of dossiers.
Reforms and Urgency
A government of reforms, but also a government of urgency and swift measures, such as addressing political and social grievances, supporting poor and low-income families, and improving the daily lives of Tunisians in the fields of security, transportation, health, and public services.
Popular Support
A government that draws its strength from a popular base in addition to its political support. It should address the urgent needs and aspirations of Tunisians, and invest in their desire for change and a decisive break with years of recklessness and mediocrity.
Its Goals and Priorities
Five Major Battles

Political Priority
A government that shall develop political life and provide conditions for genuine pluralism, fair competition, democracy, broad participation in public life, and preparation for electoral milestones (through enacting laws and legislation, developing the media sector, consolidating judicial independence and other arbitration modes, revitalizing civil and civic engagement, ensuring state neutrality, rewarding merit, monitoring and preventing the use of dirty money in public life and electoral processes...) so that upcoming elections mark a definitive break with all forms of authoritarianism, and inaugurate a safe and sustainable transition toward democracy, participation, pluralism, and good governance.
Environmental Priority
A government for environmental protection and quality of life enhancement.
Diplomatic Priority
A government for national sovereignty and Tunisia's stature abroad enhancement.
Strategic Priority
A Government for future management and mastery of tomorrow's knowledge and skills.
Its Structure
Streamlined Cabinet
It shall seek to reduce the number of its members, merge certain traditional ministries, and create new plans to achieve harmony, effectiveness, and efficiency.
General Coordinator
It shall establish a General Coordinator of the Government to ensure coherence among its various components and to accelerate project implementation. Among the responsibilities of the general coordinator is supervising joint ministerial councils, which will be increasingly adopted to mobilize resources and ensure their efficient and rapid use.
Smart Communication
A government with a smart and purposeful communication policy: coherent and cohesive, responsive externally, and transparent about its choices. The Prime Minister's Office will not rely solely on a media advisor but will also create a new department, the "Government Media and Communication Department", to develop government communication strategies, enhance its capacity for crisis anticipation, explain its decisions, and mobilize public opinion to successfully implement policies and improve the daily lives of Tunisians.
Cluster-Based System
It is a streamlined government operating under a cluster-based system, prioritizing competence, merit, and efficiency by regrouping tasks and functions to ensure coherence, effectiveness, and rapid delivery.
Goal-Oriented Approach
It is a goal-oriented government: This requires strengthening oversight of governmental performance, evaluating public policies, and optimizing the use and allocation of resources in managing public services and improving service quality. This shall be achieved through oversight institutions such as the House of Representatives, the Council of Ministers, and the Court of Auditors. In addition, the newly established Constitutional Court will play a key role, particularly in overseeing the constitutionality of laws and monitoring executive actions, including regulations and decrees.
Political Functions Cluster
It shall create a new ministerial cluster integrating all political functions of the government, i.e., relations with parliament, the presidency of the republic, political components (parties, coalitions, independents), national organizations, constitutional bodies, civil society, and others. This ministerial cluster will serve as the political arm of a non-politicized government.
